Preventing edition of reg. fee in the procedure edit window

We're using 6.7. Is there a way in this version or in newer ones to prevent employees from changing the regular fee in the procedure edit window that opens from the chart?

If they want to change this fee for some reason (discount, no-fee...), I would like to force them to use adjustments instead. At this point, I get pages of completed procedures where the regular fee has been changed from this window, but don't have any explanation on record as to why... Preventing fee from being edited there would make 'cheating' more difficult when patients are paying cash as both the regular fee and the adjustment appear on the statement.
