Edit payment bug, v12.3.1.0

If you edit a payment from the Batch Insurance window it clears the clinic in the dropdown.

Actually we're still on version 11.0. I'm just testing 12.3 before upgrading since it's still in beta. Hopefully we'll be on 12.3 soon though!
