We've noticed that the week view of the appointment screen does not refresh until it is entered or exited (or the Appts) button is clicked. IOW, it does not refresh like the daily view - is this by design?

I'm not sure. The entire Appts module was overhauled in 19.3, with much of the drawing rewritten from the ground up. So it's probably going to behave differently.
