When setting up a new small network (4 computers) would you suggest having fixed IP addresses for each computer or dynamic IP. I had heard that if it is fixed it may be easier to have just certain computers turned on and they could be turned on in any order. Does it differ if they are set to dynamic IP address and pick their own? Does that require you to turn the computers on or off in a certain order. Or require the computer acting as the server to remain on at all times?

Shouldn't matter. Even the server can change ip address without any problem. You refer to the server by name rather than by ip address anyway. We have a large number of computers here, and we do use static ip addresses for all our servers for whatever that's worth.
