Plugin for a new tab in Open dental

I want to implement functionality where I can display a new page in Open dental where I can display other website details. Please guide how to achieve it using Plugin or API

You can currently use a Program Link button in any top toolbar. You can also pass parameters to the other program. You could probably write a very short program that took the parameters and showed a web page. This wouldn't be IN Open Dental, but it would be really fast to build. Try to stay away from PlugIns. Too hard.
