global fee increase problem

Hi we decided to do a global 3% fee increase this year. We accomplished this via fee tools and when we go into lists-procedure codes the new fees are listed. When we did "global fee update" to change all active treatment plans it came back with "XXXX treatment plans changed" however all fees attached to patient appointments remain the same (currently tx planned procedures). I ran the global update again and it stated "0 treatment plans changed"
It appears even work treatment planned after the update is still pulling the old fees.

We are currently running v16.2.71.0, I only see an option of stable 17.3.80 update or a beta of 17.3.37
It looks like from the user manual there is up to a v20.
Is my version the issue here? And if so will updating to 17 allow me to upgrade further (ie incremental updating required?)
