Does the MariaDB database need to be stopped before backing up?

At times in the documentation, and when talking to technical support, it has been stated BOTH WAYS that the DB should be stopped, and also that it doesn't matter and doesn't need to be stopped. Which is it?

No. But stop the service before restoring to a different machine.

I think it might need to be stopped it you are using innodb, but that's not the default.
